The Organization:

A registered not-for-profit charitable organization, with a total revenue of $40 million, CWSDS is primarily funded by the Ministry of Children, Community and Social Services and is governed by a volunteer Board of Directors. With a team of 325 clinical and professional employees, serving over 70 families of people in 14 supportive living homes, they also support approximately 9000 people through their community support programs in Halton, Peel, Dufferin and the Waterloo and Wellington regions.

As one of a few agencies in the province that specializes in very complex cases, CWSDS uses a bio psychosocial approach to care, treatment and service. This includes behavior therapy, occupational therapy, physiotherapy, nursing, speech language pathology, and other specialized programs, as well as the consultation services of psychiatric and other health care providers specialized in developmental services and dual diagnosis.

The Role

The Director of Community Programs plays a pivotal role in the mission of CWSDS to enhance the well-being of individuals with developmental disabilities and leads community initiatives in support of its unique population. This position involves:

Strategic Planning & Program Delivery: Support the mission, vision and values of CWSDS, ensuring that the strategic plan is implemented and all related outcomes, with respect to the community programs: Community Network of Specialized Care (CNSC), Passport, Service Solutions, and Halton Support Services are met, embracing best-in-class service delivery.

Stakeholder Relationships: Pro-actively foster professional relationships internally and externally, be it with people supported and their families, healthcare and social service professionals, justice system, educators, government and/or volunteers. Develop solid relationships within CWSDS, including but not limited to the Clinical Director and teams of QA, Client Experience & Risk, setting expectations and best-in-class service standards.

Change Management: Develop and execute strategies for managing organizational change within the community programs; collaborating with stakeholders to ensure smooth transitions and monitoring the impact of changes, adjusting strategies as needed.

Measurement and Evaluation: Use data-driven insights for program outcomes, establish metrics to assess the success of change initiatives, monitoring key performance indicators related to community programs.

Quality Improvement: Ensure quality standards, advancing innovative initiatives in the support of individuals with complex and hard-to-serve needs, within a vibrant community fabric.

Developing and Leading: Cultivate open communication and create a culture of transparency and accountability; create opportunities to establish an environment of continuous learning and staff empowerment.

Operations: With an oversight of Outside Paid Resources/Flow through funds, demonstrate sound measurement, planning and control mechanisms to ensure optimal use of resources. Demonstrate a thorough working knowledge of the Collective Agreement and grievance procedures.

Key Selection Criteria

Professional Experience/Qualifications

  • 5-7 years of progressive management and leadership experience in a health care, social services, and/or developmental services (DS) sector.
  • Experience in a 24/7 work environment; and leading in a unionized setting preferred;
  • Proven experience in managing community-based programs. Understanding of budgeting, reporting, and program evaluation methods. Knowledge of relevant regulations and standards related to community programs.
  • Strong understanding of intellectual and developmental disabilities, psychological and behavior-related issues and appropriate intervention protocols is an asset.
  • Thorough understanding of DS and related governmental regulations, including quality standards and legislation related to children, adults and seniors.

  • Self-motivated and proactive, with excellent organizational skills.
  • Demonstrated financial/budgeting experience.
  • Strong interpersonal and relationship building skills.
  • Innovative and creative in problem solving.
  • Strong conflict resolution, mediation and decision-making skills.


  • Bachelor’s degree in Human Services, Social Services, Psychology, Behaviour Management or other related healthcare field or equivalent education and experience;
  • Member of a regulatory college mandatory (e.g., social work, psychotherapy, behavioural therapy, nursing).  
  • Evidence of continuous professional and personal learning.
