Program Operational Director, Diagnostic Imaging

Hours of Work: Full-Time Position, Days

Department: Medical Imaging

Salary: Class 10 - $128,888.00 to $154,665.00 per annum + benefits/Pension (HOOPP)

Location: Kingston General Hospital & Hotel Dieu Hospital sites

POSITION SUMMARY:

Ensure that the Imaging department’s resources are coordinated and aligned to optimally meet the imaging needs of the patient population and the healthcare providers that rely on KHSC Diagnostic Imaging Department. In the role of Program Operational Director (POD), the individual must communicate and work with regional partners to ensure access to tertiary diagnostic imaging services. 

The POD must have a strong focus on providing an environment that is supportive of education within the department, both through formal alliances with training programs such as the radiology residency program affiliated with Queens, and numerous Colleges and Universities as clinical placement site for technologist training. The department must promote and environment of continuous learning and development with its entire staff. 

A key focus for the POD is a relentless focus on Quality Improvement and Process Improvement which allow for maximum efficiency while improving access to imaging for patients in a safe and patient and family centered environment.

Within this role the employee is accountable for contributing to the delivery of the Kingston Health Sciences Centre strategy. As an employee, one must demonstrate an awareness of and be responsible for actively promoting and supporting patient and family centered engagement and care in all we do.

RESPONSIBILITIES & DUTIES INCLUDE:

  • Organization: Coordination of all resources in DI to meet the needs of the patients and health service providers. Monitoring access, wait times, and the day to day need for DI services to support ER, Oncology, medicine units, etc. Create an environment with a relentless ongoing focus on process improvement in order to meet the service demands required of Imaging Services. Effective and efficient management of the operational and capital budget.
  • Technology: Monitor technology needs of the department. DI is a constantly evolving technological environment. Ensuring that there is optimal use of the technology available. Monitoring the state of the technology and planning replacement as required, looking to the future technology advancements and needs of the department and the hospital.
  • Strategy and Academic Mandate: In collaboration with the Chief Radiologist and radiologist team continuously monitor the present DI services and constantly build for and prepare the DI department for the future needs of the medical services and their patients. Structures the department so that it excels as a learning environment for staff, residents, and students from various disciplines and is supportive of research.
  • Radiation Safety: Ensures the Diagnostic Imaging department provides the necessary oversight, guidance, expertise and support for radiation safety throughout the hospital guaranteeing that all radiation safety practices are met providing a safe environment for staff and patients.
  • Human Resource Management: Recruitment and retention of expertly skilled technologists. Ensuring all staff have access to required training on equipment and in specialized procedures performed at KHSC.  Coaching and mentoring staff so as they can excel in present position as well as achieve their personal professional goals.

BASIC QUALIFICATIONS 

  • A Masters in (Health Administration, Business Administration, Quality and Process Improvement) or affiliated field of study that supports system wide thinking, problem solving and human resource management expertise
  • Diploma or Degree in a medical imaging discipline or possibly in another healthcare discipline along with previous extensive involvement with diagnostic imaging
  • 5 years providing significant level of position related experience required
  • Ability to think strategically at the organizational, program, unit and individual level; analytical and conceptual thinking
  • Broad knowledge of overall hospital structure, operating policies and decision-making processes
  • Broad understanding of the health care system, related issues and trends, policies and legislation
  • Ability to collaborate effectively with diverse management and employee groups and individuals
  • Knowledge & active experience with leadership, QI & change management principles and theories
  • Demonstrated excellence in interpersonal, written and verbal communication skills including ability to demonstrate tact and diplomacy with diverse groups of stakeholders
  • Demonstrated ability to lead and influence individuals and teams within a large organization and in the context of major change, toward a vision while maintaining group cohesiveness, motivation, commitment and effectiveness
  • Demonstrated ability to create an inclusive and welcoming environment that values everyone; respects their values, preferences and unique abilities; and mitigates against the experience of stigma

  • Proficiency using word processing, communications/scheduling and spreadsheet applications, Microsoft Windows Office suite (including Outlook, Word and Excel) required
  • Successful criminal background check with vulnerable sector search
