The Role

Reporting directly to the Commissioner, Human Resources & Citizen Service, the Director, Labour Relations & Emergency Management will lead the labour relations, emergency management, program review and internal auditing functions. The Director will supervise the Manager of Labour Relations, Manager of Emergency Management, and Corporate Performance Audit Specialist.

The Director will be part of a passionate, dynamic and growing team in the Human Resources & Citizen Services department. Together they are focused on the links between engaged and supported employees and the provision of excellent service

In addition to overall strategic leadership of the Division, they will lead the development of operational plans and make continuous improvement recommendations to the Commissioner. The Director will research and prepare reports for the Commissioner, CAO, and Council; and attend Administration & Finance Committee, and Council meetings as a resource when required.


The ideal candidate will have knowledge of labour relations issues, grievance procedures, and arbitration and contract negotiations, normally acquired through a Masters Degree in a related discipline (e.g., business administration, human resources, industrial relations, law), plus significant, progressively responsible experience in a multi-union human resources environment, including "at-table negotiating" experience.  As a leader, the Director will bring demonstrated successes leading, coaching and motivating teams; ability to work cross functionally within complex organizations; excellent interpersonal skills and superior oral and written communication skills.
