Term: Permanent

Reports to: Vice-President, Programs and System Transformation

Salary Range: $106,400-$133,000

Location: Our head office is located in Ottawa, Ontario, however we welcome remote work outside Ottawa or a blend of onsite/work from home if the candidate is from the Ottawa area. Note that all staff are currently working from home and no travel is permitted. We are continually reassessing during the pandemic.

The Director, Program Evaluation provides technical leadership and strategic direction for Healthcare Excellence Canada. This position will capture program performance results and provide effective, accurate and timely monitoring, evaluation and reporting of all programs/initiatives. The Director will work closely with leadership, the Programs, Strategic Initiatives and Corporate Services team to develop and maintain an over-arching organizational strategy, philosophy, and approach to strategic program evaluation. They will support the design and implementation of program evaluation activities that reflect HEC’s broader program/services/product offerings, complete data analysis and provide recommendations on future design, ensuring that lessons learned are integrated into program implementation to continuously improve the quality of outcomes that will inform HEC’s future programming. The Director will be responsible for providing leadership regarding evaluation across HEC’s programs/initiatives. The Director’s primary responsibility is to design and implement monitoring and evaluation strategies that generate metrics and learnings to analyze and assess progress and identify best practices in furthering HEC’s strategic evaluation direction. This will allow HEC’s Board and staff to assess and document achievements, adapt and tailor efforts for effectiveness and efficiency based on analysis and recommendations to cultivate a culture of continuous strategic learning and improvement.

Your core responsibilities would include:

  • Designing and implementing evaluation strategies for HEC and leading efforts to raise HEC’s profile as a leader in analyzing and disseminating knowledge and implementation science strategies that improve healthcare quality and safety.
  • Leading the development and implementation of HEC’s program monitoring and evaluation strategy to ensure alignment with HEC’s Performance Measurement Framework, Logic Model to maximize HEC’s effectiveness and impact in accelerating healthcare quality and safety.
  • Leading the development and implementation of HEC’s Evaluation Model and approach. Uses data collection tools to capture program performance and results, including data reporting, baseline and assessment, analysis and monitoring for process and outcome evaluations.
  • Working closely with senior staff to evaluate performance, set appropriate performance standards and align with appropriate key performance indicators at the corporate and program levels to track key performance areas for HEC.

Education and experience you will need to have:

  • Minimum seven (7) years’ experience at a senior level, including at least five (5) years in a supervisory/management role, including substantive health system experience in a public or private setting.
  • Minimum of five (5) years’ experience working on monitoring, evaluation, data collection, data analysis.
  • Extensive knowledge of evaluation strategies and measurement approaches for healthcare improvement.
  • Proven expertise in quantitative and qualitative methodologies, research, reporting, data quality assessments, data analysis and data presentation.

  • You are bilingual in English and French (English communications at Advanced “C” level; French communications at Intermediate “B” level).

  • Strong technical skills, including ability to process and analyze data using one or more statistical software packages.
  • Advanced competencies in issues management, system-wide thinking, finance and human resources management skills.
  • Demonstrated track record in disseminating programmatic and research outcomes and findings at national and international conferences as well as in the published literature.
  • Complex problem-solving and critical appraisal skills requiring probing for information to determine the nature of the problem; developing unique solutions; comprehension of highly complex material.
  • Demonstrated strong management, coordination, teamwork and planning skills, including the ability to lead a team, set priorities and plan and carry out broad assignments including planning, coordinating and facilitating meetings where complex subject matter is being discussed, often involving collaborative efforts; ensuring the timely completion of projects.
  • Highly developed written communication skills including experience writing reports and summarizing, interpreting, and synthesizing complex information.
  • Exceptional interpersonal and oral communication skills including experience developing and maintaining strategic partnerships and networks of significant numbers of stakeholders, negotiation, consultation, and presentation skills to facilitate program development, achieve program success and build networks.
