Job Summary:

Under the direction of the Manager of Human Resources, the Human Resources Generalist is responsible for the provision of knowledgeable advice and consultative services to managers and employees of AMHS-KFLA. The Human Resources Generalist utilizes human resources best-practices and established policies and procedures and common law, ensuring adherence to relevant legislation and Collective Agreements. In addition, the incumbent participates in other departmental activities and related projects, as required.  All services are provided in accordance with the mission, vision, and established policies and protocols of AMHS-KFLA.


Minimum Qualifications:

  • University degree or community college diploma in Business Administration with a Human Resources Management focus, or equivalent education and experience
  • Minimum three years of experiences in a Human Resources environment, preferably in the community health sector
  • Experience supporting and carrying out recruitment and selection, compensation, and training and development preferably in a community-based health care environment
  • Experience providing HR support in a unionized environment with an in-depth understanding of Collective Agreements and the bargaining process
  • CHRP or CHRL designation required


Knowledge, Skills and Abilities:

  • Working knowledge of Microsoft Office
  • Familiar with HR Downloads and Quadrant, an asset
  • Knowledge and demonstrated ability to apply human resources best practices
  • Knowledge of applicable legislation such as, but not limited to, Employment Standards Act, Human Rights Code, AODA, Occupational Health and Safety Act, etc.
  • Strong interpersonal, communication and presentation skills
  • Excellent customer service/client relations focus with demonstrated ability to deal appropriately with sensitive situations and confidential information with diplomacy, tact, and sound judgment
  • Detail oriented with demonstrated editing and proof-reading skills
  • Excellent organizational and prioritizing skills with the ability to multitask in a fast-paced environment and observe deadlines
  • Ability to compile, prepare and maintain detailed records and reports accurately and efficiently
  • Demonstrated proficiency in the use of an integrated human resources/payroll system, database, word processing, spreadsheet, presentation and communication computer applications; MS Office preferred
  • Ability to work autonomously as well as collaboratively in a team environment
  • Required to provide a satisfactory criminal reference check prior to hire
  • G class driver’s license and access to reliable vehicle required
  • Regional travel required

Key Responsibilities:

Recruitment, Selection and Retention:

  • Develops job descriptions, in conjunction with the hiring Manager, as required
  • Coordinates the recruitment and selection process for all vacancies and initiates all associated preliminary duties, such as the preparation of job postings, internal distribution and posting of employment opportunities, and applicant tracking
  • Short-lists candidates, conducts candidate screening, and prepares interview materials in consultation with the hiring Manager
  • Ensures that all aspects of the recruitment and selection process adhere to AMHS-KFLA policy and procedure and legislative and Collective Agreement requirements
  • Coordinates the external recruitment process including selection of advertising tools; as well as processing and liaising with external advertising sources
  • Conducts interviews, providing expertise and support to the hiring manager and panel members and assists in determining successful candidates by ensuring adherence to relevant legislation and policies and procedures.
  • Initiates and completes reference checking process with hiring Manager
  • Notifies successful candidate and negotiates job offers with the hiring Manager, if required, and notifies all unsuccessful candidates
  • Provides interview debrief sessions to candidates, as requested
  • Prepares and disseminates staffing communications to Union representatives
  • Tracks employment status and staffing of all employees on a regular basis, ensuring employment changes are processed in a timely manner, in consultation with appropriate Manager (i.e., staff returning from LOA, upcoming end dates of temporary positions, movement between positions, etc.)
  • Inputs employment changes in to the HRIS and files HR e-documents and hard copy HR documentation to the appropriated HR files.

Employee and Labour Relations:

  • Provides advice and consultative services to managers in the resolution of sensitive, complex and/or contentious employee issues, consulting with HR Manager as necessary
  • Provides interpretation and advice to inquiring parties on policy and procedures with respect to administration, employment law, Collective Agreements, and all other relevant legislation
  • Surfaces relevant issues with Manager for collaborative resolution and/or escalation, as required
  • Liaises with union representatives, as necessary

Performance Management:

  • Provides advice and consultation to managers in the application and interpretation of policy and procedure
  • Contributes to the ongoing evaluation and revision of AMHS-KFLA’s performance management system
  • Assists Managers with the management of the probationary period of new employees
  • Leads and/or assists Human Resource Manager with employee investigations and union grievance processes, as required 

Attendance Management:

  • Provides advice and support in the application and interpretation of attendance policies and procedures
  • Responds to employee inquiries regarding use of sick, vacation, mental health, and family/personal related leave hours entitlements
  • Liaises with employees, insurance companies, and other requisite parties to develop and implement employee accommodation plans, as required
  • Monitors WSIB, STD, and LTD and coordinates return-to-work plans, as needed
  • Ensures confidentiality and secure storage of employee medical information

Training and Development:

  • Assists in training needs analysis contributing to meeting the ongoing training requirements for AMHS-KFLA staff by tracking and maintaining data and preparing reports, as required
  • Assists the HR Manager with coordinating in-house training sessions and investigates training opportunities with local community partners, as required
  • Facilitates the process for registering employees in training opportunities, ensuring validity of training requests and adherence with AMHS KFLA policies and procedures, as required.
  • Develops and delivers human resources training, as required, in collaboration with HR Manager

Compensation and Benefits:

  • Participates in market salary surveys, as required
  • Reviews seniority/continuous service, making necessary adjustments as applicable (i.e. transfers, leaves, contracts etc.)
  • Collaborates with Payroll in the review of continuous service dates/hours, making necessary adjustments as applicable (i.e. transfers, leaves, contracts etc.)
  • Ensures relevant, accurate and complete employee information is provided to Payroll in a timely manner
  • Assists managers and employees to resolve documentation discrepancies
  • Assists HR Manager with job evaluations and ensures compliance to salary guidelines
  • Collaborates with Payroll to process benefit enrolment and changes
  • Initiates and completes new hire processes, terminations, and exit interviews, generating reports as required 

HR Information and Communication

  • Maintains the utmost confidentiality with respect to all employee candidates, volunteers, students and business information
  • Provides information to staff on issues related to Agency policies and procedures pertaining to general aspects of HR
  • Processes all employee information, maintaining human resources data in the integrated human resources/payroll software system and employee hard copy files
  • Provides accurate and up to date data entry and extraction of employee information, generating reports, as required
  • Maintains administrative forms, revising, and distributing, as required
  • Participates in the development of new and continuous improvement approaches to HR reporting and benchmarking
  • Provides input into the development and specifications for upgrades to the integrated human resources/payroll software system
  • Maintains copies of all Human Resources communications
  • Coordinates HR meetings and conferences, as required

Placement Student Coordination:

  • Coordinates the deployment, evaluation, and documentation of post-secondary placement students
  • Liaises with postsecondary representatives, students, and Membership Customer staff to coordinate placement opportunities
  • Ensures all required documentation is received for placement students and follows-up with preceptor, as required
  • Provides ongoing evaluation of internal processes of student placements and implements changes, as required
  • Collaborates with CQI Coordinator and IT Manager for training and IT setup
  • Ensures that all aspects of the placement student process adhere to AMHS-KFLA policies and procedures and legislative requirements

Workplace Health, Safety and Wellness:

  • Participates on relevant committees providing linkages with HR department and related activities
  • Assists in the development of employee health, safety and wellness programs and initiatives
  • Appropriately utilizes best practice techniques and practices contributing to a culture of client, staff and community safety
  • Maintains knowledge of and adheres to the Agency’s infection prevention and control practices
  • Ensures the use of routine precautions and other personal protective equipment, as appropriate
  • Participates in relevant safety training such as, but not limited to: WHMIS, hand hygiene, cough etiquette
  • In collaboration with managers, staff & OH&S committee representatives checks the environment for hazardous conditions such as wet floors, poor lighting, condition of outdoor walkways, building entrances, etc., taking action to rectify as appropriate
  • Maintains an up-to-date awareness of specific safety risks for individuals in receipt of services, collaborating with staff to mitigate the risks, as appropriate
  • Acts as a role model to staff in promoting safety


  • Participates in the development, analysis, improvement of human resource policies and procedures
  • Researches and critically analyzes information for relevance, communicates new information with team, and applies new principles and practices into work
  • Provides support for special projects such as annual employee and volunteer recognition programs, Take your Kid to Work, Corporate Communication, etc.

Team / Agency responsibilities:

  • Provide timely and concise HR communications to Management and staff
  • Enhances required knowledge through continuing education, sharing and disseminating information to the AMHS-KFLA team.
  • Maintains all required documentation according to AMHS-KFLA standards
  • Attends team and other meetings, as required
  • Provides supervision and support for placement students
  • Assists with orientation and training of team members
  • Supports the philosophy, mission and policies of AMHS-KFLA
  • Participates on workplace Committees
