It is a pivotal time for health care in Ontario. The Connecting Care Act, 2019 lays the foundation for a new model of health care delivery to be created that puts the patient at the centre of a connected care system. Osler is working with community partners to co-design an integrated model of health care for the region. The Strategic Communications and Stakeholder Engagement portfolio is a strong, dynamic and multi-award winning team. Within this portfolio resides responsibility for: strategic policy analysis; public, government, community and media relations; corporate and digital communications; Ontario Health Team co-development with community partners; corporate strategy; and board and volunteer relations. The team is a critical enabler of strategic priorities across Osler and builds effective engagement agendas with the community and all levels of government.

Health Policy and External Relations, a Unit within the Strategic Communications and Stakeholder Relations portfolio, advances the hospital’s strategic imperatives through excellence in policy and research analysis, advice to Osler’s Senior Leadership Team, and government and community engagement. The Unit is recruiting a Strategic Advisor to support the shaping and advancement of Osler’s strategic agenda and relationships.

  • Excellent written and oral communications skills
  • Solid understanding of government policy directions and legislative processes, preferably with respect to hospitals and health care
  • Strong interpersonal skills and abilities to successfully build collaborative working relationships
  • Demonstrated abilities in stakeholder engagement and relationship building
  • Proven ability to work effectively in a fast-paced and varied environment, both as part of a team and independently
  • Ability and willingness to be adaptable, flexible, and responsive to changing directions
  • Proactive and customer-focused work approach
  • Strong Microsoft Office skills, particularly MS Word, PowerPoint and Excel
  • Excellent time management and work prioritization skills


  • Analyzing and interpreting complex information from a range of internal and external sources
  • Preparing high-quality briefing notes, innovative presentations and other materials for senior executives, external stakeholders, government, and other audiences
  • Liaising with Osler departments to secure and analyze necessary data and support positioning of options and advice for senior leadership
  • Conducting secondary research and liaison with external organizations and experts
  • Implementing community engagement strategies and events to promote positive relations and share Osler initiatives and stories
  • Monitoring emerging government policy directions, mobilizing knowledge into the organization, and preparing responsive positions or proposals
  • Supporting issues management processes, including rapid and timely communications
  • Prioritizing / managing interdependent work streams, monitoring progress against work plans, and identifying risks towards on-time completion of deliverables
  • Supporting day-to-day operations of the Public Affairs Department and contributing to the broader portfolio team’s priorities and objectives
  • Leading / contributing to ongoing or ad hoc special initiatives and task teams
  • Performing other duties as assigned 


  • Bachelor’s Degree in Health Administration, Business, Public Administration, or other relevant professional or social science discipline required; Master’s Degree strongly preferred
  • Minimum three (3) years in health sector, public policy or other relevant experience
  • Superior writing, research and analytical skills, including demonstrated abilities in:
    • Preparation of briefing and presentation materials in various formats
    • Formal and informal research, information gathering, and environmental scans
    • Analysis and interpretation of health care and population data
