The Strategic Implementation Lead is a newly created role to provide visionary leadership and new and innovative thinking to advance the mandate of the Durham OHT and truly redesign how system partners can impact the local health and social system. The Durham OHT is committed to this new model of care for coordinating and delivering people-centred health care. The Lead will be accountable for providing strategic direction for the successful implementation of initiatives as set forward by the Durham OHT. The incumbent will work closely in collaboration with system partners and bring subject matter expertise and transformational leadership skills to ensure the successful design, planning, and execution and performance measurement of the OHT’s priorities. Interim reporting structures to the Executive Leadership Table (ELT). The Lead will be responsible for the following: Key Leadership Initiatives: Work with partners and lead the creation of a strategy and vision unique to the sum of all partners as it pertains to driving change in both health and social services Develop and implement a strategic project management infrastructure to support effective implementation of Durham OHT’s strategic goals and objectives Develop and implement an Evaluation Framework to help plan services wisely, track the degree of actual implementation of plans, and measure the effectiveness of implemented changes Support performance reporting as required ensuring compliance and alignment with local priorities and Ontario Health (OH) goals – reporting on both process and outcome measures Monitor and report on external environmental trends to ELT, including changes in government policy, emerging health system priorities, and other factors considered critical to success Support the work of OHT by effectively managing strategic partnerships, OHT collaborations, and new models of service delivery Ensure initiatives are aligned with regional and provincial mandates Ensure effective management of strategic partnerships Key Accountabilities: Work with the ELT to identify and define the scope of work and priorities for the region Develop a tactical plan (roadmap) to guide prioritization and implementation of priorities as defined by the ELT Provide strategic leadership and subject matter expertise for the successful implementation of the OHT’s priorities Lead and manage change and be responsible for developing strong working relationships with the ELT, system partners, cross-sectoral partners, OH and Ministry of Health (MOH) Support the creation of a performance dashboard in collaboration with the ELT. Lead, develop and facilitate the quarterly and annual performance review processes reporting on all indicators which support advancement of the OHT’s strategy Recommend and implement new or enhanced processes, and efficiencies to improve effectiveness Be accountable for providing advice, recommendations, and support the ELT with respect to leading practices in integrated care and system design Promote and facilitate discussions on the use of applicable data, tools, and technologies to optimize decision-making, service delivery and quality improvement efforts Oversee work completed by Work Groups, ensure alignment with OHT goals, timely completion of projects, and creation of sustainability plans Support the ELT in budget planning Represent Durham OHT at local, regional, provincial planning discussions and report back to the ELT Develop communication and content on behalf of the OHT including proposals, briefing notes, white papers etc. Oversee the coordination of multiple project deliveries, communication and stakeholder engagement strategy, assessment and mitigation of risks and change management in collaboration throughout the span of each initiative Identify and addressing barriers, dependencies, inefficiencies and other issues to ensure effective implementation of priorities In consultation with the ELT, manage the recruitment, training and day to day operations of project resources (if any) Relationship Management: Attend meetings with the ELT, providing status updates, seeking feedback and approvals as needed Act as the liaison between multiple stakeholders across the system and sectoral representation Facilitate constructive input and build consensus among partners with differing priorities and perspectives to ensure the achievement of OHT strategic goals Be proficient in conflict management and candid to advise the ELT on areas of potential or perceived conflict Strong mediation skills in working with passionate partners with competing priorities Qualifications: Master’s degree required in a health profession or health administration Knowledge of strategic project management theories and principles acquired through a recognized university degree in Business, Finance, Healthcare, Computer Science or another related discipline Experience with leading strategic implementations and system change 7+ years of project management experience and leading projects within the healthcare system, including health system integration projects; and managing project and operation budgets Outstanding change management and transformational leadership skills Strong understanding of system integration, population health and health equity Exceptional analytical and problem solving skills Strong ability to synthesize complex information and data Excellent attention to detail demonstrated through superior communications skills (both written and verbal) Experience in leading stakeholder engagement across a range of sectors in health and social services, and building strong strategic and productive relationships A clear commitment to equity, diversity, inclusion and anti-racism Demonstrated commitment to our core values of Inclusion, Compassion, Innovation, Teamwork and Joy; Demonstrated understanding of and commitment to Lakeridge Health's comprehensive safety program and practices including staff, patient, and environmental safety and participation in regular in-service education in this area; Demonstrated pattern of good attendance and the capability of maintaining that same standard.
