We are currently seeking a: Senior Manager, IT, Digital Services and Analytics Permanent Full-time This is an exciting opportunity to join an organization that is seeking to transform home care through the implementation of technology and digital services. As the Senior Manager, IT, Digital Services and Analytics you’ll have an opportunity to use your exceptional technical knowledge and skills to ensure high performing IT operations and to shape and deliver VHA’s technology/digital roadmap to meet the current and evolving needs of over 100k+ VHA client/families and 3000+ staff, leadership team and volunteers. You will use your strong people management and communication skills to lead and develop a diverse team that includes helpdesk, core applications/infrastructure support, cybersecurity and business intelligence. Your collaboration and problem-solving skills will need to be sharp as you work closely with decision makers in other departments to identify, recommend, develop, implement, and support cost-effective technology solutions for all aspects of the organization. Responsibilities Strategy & Planning Work with the CIO to: Develop and execute the digital strategy and roadmap for VHA Develop annual operating plan and budget including fostering innovation, planning projects, and organizing and negotiating the allocation of resources. Routinely assessing the needs and experience of our clients (internal/external) to ensure technology/digital services are meeting Acquisition & Deployment Benchmark, analyze, report on, and make recommendations for the improvement and growth of the IT infrastructure and IT systems. Manage financial aspects of the IT Department, including purchasing, budgeting, and budget review. Develop business case justifications and cost/benefit analyses for IT spending and initiatives. Develop and implement all IT policies and procedures, including those for architecture, security, disaster recovery, standards, purchasing, and service provision. Develop requests for proposal. Negotiate and administer vendor, outsourcer, and consultant contracts and service agreements. Operational Management and Innovation Manage and optimize the performance of infrastructure and end-user services, including help desk, technical support services and cybersecurity. Manage the deployment, monitoring, maintenance, development, upgrade, and support of all IT systems, including servers, PCs, operating systems, hardware, software, and peripherals. Identify opportunities to leverage new technologies to improve process automation, customer experience and service delivery. Work with stakeholders to define business and systems requirements for new technology implementations. Oversee the development and growth of our business intelligence and analytics program. This includes working with stakeholders to develop an analytics roadmap, onboarding new data sources and overseeing the production of reports/dashboards that provide business insights. Direct research on potential technology solutions in support of procurement efforts. Keep current with the latest technologies. Approve and oversee projects and project portfolio. Practice asset management for IT hardware, software, and equipment. Manage IT staffing, including recruitment, supervision, scheduling, development, evaluation, and disciplinary actions. Develop and maintain IT policies and governance structures. Establish and maintain regular written and in-person communications with the organization’s executives, department heads, and end users regarding pertinent IT activities. Position Requirements Formal Education & Certification University degree in the field of computer science or information systems (or equivalent experience) and 10 plus years related work experience. ITIL certification would be an asset Knowledge & Experience Strong people management skills and experience motivating a team. Strong technical knowledge of network and PC operating systems. Strong technical knowledge of current network hardware, protocols, and standards. Preferred knowledge/skills include Windows Server (2012 and 2016), SQL Server,.NET, Palo Alto, O365 Extensive application support experience. Proven experience in IT infrastructure planning and development. Proven record of success managing and improving the performance of an IT service desk Experience managing an IT budget and building business cases to support hardware/software procurement. Experience implementing and/or managing a data analytics program and related infrastructure and processes (knowledge/experience working with MS Azure/Power BI would be an asset). Knowledge and experience integrating technology systems and data. Knowledge of HL7/FHIR messaging standards and API standards (e.g. Restful) would be an asset. Excellent understanding of the organization’s goals and objectives. Working knowledge of applicable data privacy and security best practices/standards (e.g. ISO27001, NIST, CSA). Strong understanding of project management principles. Experience managing and overseeing RFPs and related procurement processes An understanding of the health system in Ontario would be preferred, but is not required. Ability to conduct and direct research into IT issues and products as required. Ability to present ideas in business-friendly and user-friendly language. Ability to perform general mathematical calculations for the purpose of creating business cases, budgets, and so on. Highly self-motivated and directed. Keen attention to detail. Proven analytical, evaluative, and problem-solving abilities. Ability to effectively prioritize and execute tasks in a high-pressure environment. Exceptional customer service orientation.
