Senior Manager, Health Policy CATEGORY: Permanent Full-time HOURS: Days, Monday to Friday DEPARTMENT/SITE: Strategic Communications, Peel Memorial Centre for Integrated Health & Wellness (Travel between other Osler sites is required) POSITION SUMMARY : It is an exciting time at William Osler Health System. A new Strategic Plan is setting an ambitious course for the organization over the next five years, focusing on a commitment to enhancing quality excellence in patient care, optimizing value through efficient and effective processes, emerging technologies, and at the core – ensuring Osler staff, physicians and volunteers are able to excel. An integral part of the organization’s Strategic Communications team, this role has accountability to Osler’s Vice President, Strategic Communications and Stakeholder Engagement, as well as its Director, Public Relations. A key responsibility for the Senior Manager, Health Policy is the development and leadership of the organization’s external relations plan to help guide Osler's Senior Leadership team, and support and engage community partners and external stakeholders around Osler’s strategic priorities and its vision of patient-inspired health care without boundaries. As part of this role, the Senior Manager, Health Policy will work closely with Osler's Senior Leadership team and indirectly – its Board of Directors – to provide counsel on strategies to engage with, and best position Osler’s opportunities as it relates to the organization's external stakeholders. The role will also engage with external stakeholders including government officials, politicians, and health care partners to develop evidence-informed products, and credible and implementable solutions in building a stronger understanding of Osler’s opportunities to improve the local health system and beyond, as well as support a broad advocacy agenda. The successful candidate must be organized, detail-oriented and deadline-focused. In all areas of activity, the Senior Manager, Health Policy will seek and incorporate direction from the Vice President, Strategic Communications and Stakeholder Engagement and Director of Public Relations, to help develop policy and advocacy products/strategies to identify and secure opportunities for the organization, and contribute to strategic decision-making with respect to relationships externally. The role involves people leadership opportunities with one full-time employee currently. QUALIFICATIONS: Bachelors or Master’s Degree in Health Administration, Health Policy, Business Administration or other relevant disciplines. Minimum of 7-10+ years of relevant experience in health care public policy and/or related environment. Demonstrated knowledge of health policy issues and an understanding of government decision-making processes. Experience supporting the development of policy and management of strategic issues. A solid understanding of the complexities of the Ontario health care system, including cross-sector and multi-sectoral relationships. Excellent research skills, with effective analytical skills to synthesize large amounts of information into concise and articulate briefing materials. Superior writing skills, with the ability to write, evaluate and edit a variety of documents, such as reports, policy papers and general correspondence. Ability to manage multiple and complex demands simultaneously in a fast-paced environment. Demonstrated high-level of customer service and interpersonal skills needed, including ability to work with diverse individuals and groups (i.e. front-line staff, physicians, Senior Leadership team, volunteers, Foundation, Board of Directors, community residents). Highly-developed critical thinking skills, strategic planning research and project management – as well as time management and problem-solving abilities, with superior attention to detail. Demonstrates commitment to the organization’s vision, mission and values. Ability to travel between hospital sites as required. Vehicle is necessary. KEY RESPONSIBILITIES: Developing and leading an external relations program that guides Osler’s Senior Leadership team and serves to support and engage community partners and stakeholders around Osler’s strategic priorities and its vision of patient-inspired health care without boundaries; Monitoring policy developments within the hospital and health sector, and at all levels of government, that may have implications on the operation and business continuity of the organization; Integrating intelligence through environmental scans, literature searches, and consultations with stakeholders to support Osler’s Board of Directors and Senior Leadership team decision-making, and influence the organization’s strategic planning and business processes; Evaluating relevant evidence and other background material to support product development; Developing clear, succinct reports, briefing notes and presentation decks on a range of topics pertaining to issues impacting Osler and the broader health system; Anticipating, and putting forward recommendations to Osler’s Senior Leadership team on issues and areas of opportunity for Osler; Identifying, developing, and maintaining relationships/partnerships with relevant stakeholders, such as representatives from the Ministry of Health and Long-Term Care and Local Health Integration Networks (LHIN); and contributing to issues management and engagement with local elected officials, related to Osler’s policy development.
