The Canadian Alliance of Physiotherapy Regulators (CAPR) has an immediate opening for a strategic leadership position in evaluation services. CAPR is poised to dive into innovation in evaluation services and data-informed operations. WHAT WE DO: The Canadian Alliance of Physiotherapy Regulators (CAPR) is a credentialing and assessment agency that provides Evaluation Services on behalf of our Members – the Canadian provincial and territorial physiotherapy regulators (called Colleges). On behalf of our Members, we review the education and qualifications of applicants educated outside of Canada to determine whether or not they are substantially different from those of Canadian-educated physiotherapists. For both Canadian- and internationally-educated physiotherapists, we administer the Physiotherapy Competency Examination (PCE) to determine a candidate's readiness for safe, effective and independent physiotherapy practice. CAPR also supports physiotherapy regulators across Canada by providing policy, research and knowledge brokering services. WHAT WE NEED: We are seeking a permanent full time National Director, Evaluation Services to lead our Credentialing and Examinations Programs into our next stage of Innovation. POSITION SUMMARY: Reporting to the Chief Executive Officer, (CEO), the National Director, Evaluation Services (the “Director”) is responsible for leadership, strategy and oversight of all aspects of CAPR evaluation services – including management (direct and indirect) of 15-18 staff, development and implementation of departmental strategy in keeping with leading edge practice, as well as oversight over CAPR Credentialling and Examinations programs. The Director is a key member of the senior leadership team of the CAPR, providing guidance and support to the CEO, the Board, Board Committees and member-Regulators on all aspects of CAPR Evaluation Services. The Director works collaboratively with external partners in the physiotherapy profession in a collaborative and collegial approach to innovation and change. KEY RESPONSIBILITIES Provides leadership, expertise, strategic advice and oversight of the operations of the Department; Researches and keeps apprised of industry developments in credentialling and high stakes certification exams, identifying emerging policy, innovative practices and industry trends that may impact the program and conceptualizes and presents a business cases for implementation aligned with the CAPR strategic plan; Develops and maintains effective relationships internally and externally to lead and facilitate change management; Assures ongoing quality improvement of all evaluation services procedures, policies and structures, including Advisory Councils and Committees. Comfortable and experienced using data to inform decision-making and priorities; Provides ongoing risk management including the identification of potential sources and proactive solutions to mitigate identified risks; Develops and manages annual Department business plans and budgets, providing support, mentorship and content expertise to Managers and staff responsible for the day to day administration of the program. QUALIFICATIONS: Master’s level degree or higher in measurement and evaluation, psychometrics, assessment, education or related field OR professional degree with relevant work experience at a senior level. Minimum ten (10) years of progressive management experience in leading and successfully managing health, regulatory or related programs. Demonstrated success in change management and innovation Demonstrated success building and fostering relationships with key stakeholders Excellent interpersonal skills; ability to work well in a team environment and collaborate to meet timelines and deliverables. Experienced with the use of data and information systems to inform strategy and priorities. Demonstrated experience in effectively managing an operational program and a professional team with managerial responsibilities involving recruitment, performance appraisals, mentorship and developing and managing budgets. Exceptional written and verbal communication and presentation skills. Experience supporting Boards and Board Committees an asset. Experience in health system/professional regulation or accreditation an asset.
