Reporting to the Senior Director, HR Operations, the Director, Occupational Health and Safety is responsible for ensuring that the goals of a safe and healthy work environment are actively pursued in an effective and conscientious manner. This position demands a visionary perspective as the incumbent provides leadership, expertise and innovation in the delivery of System-wide workplace health and safety programs and initiatives. The Director is responsible for providing leadership, strategy and direction while integrating corporate occupational health and safety policies, programs and processes. The Director will lead and mentor a diverse team providing services in occupational and non-occupational disability management, return to work and accommodation programs, ergonomics, and workplace safety. As the leader of this System-wide department, the Director will review and assess health risks/occupational hazards and work to develop, implement, and evaluate health and safety policies and programs that comply with collective agreements and relevant legislation, and support our people within the Sinai Health culture. RESPONSIBILITIES Lead the development, implementation and maintenance of programs and policies to ensure a safe and healthy workplace Provide advice and guidance to senior management on all health and safety matters; policies, programs, processes, incident management and risk mitigation Ensure program elements reflect the principles of disability management including early intervention, consistent administrative practices, ongoing legislative compliance, prevention and appropriate and productive workplace accommodations Champion continuous improvement and the highest quality of service delivery Provide leadership, mentoring and direction for members of the Occupational Health and Safety team and ensure that roles and responsibilities adapt to support program requirements Monitor and evaluate professional competencies and performance, promote staff engagement and create and maintain an environment that supports continuing professional development Select, direct and coordinate the activities of all contracted occupational health physicians and other medical services Establish and monitor department budget and manage all expenditures Develop, implement and analyze metrics on a corporate level to assess progress in meeting business objectives, make informed decisions, and ensure functional accountability to the organization Monitor and analyze industry trends and keep abreast of legislative/regulatory developments to ensure proactive program development and risk mitigation Collaborate at the corporate and cross-departmental level to identify key issues affecting the health and safety of employees of Sinai Health; partner in the development of evidence based best practice solutions Develop programs and training that support System-wide awareness of and compliance with applicable regulations, directives and best practices Collaborate with Sinai Health’s Capital Redevelopment and Transition Planning teams, providing resources and expertise to ensure workplace health and safety during all phases of construction Act as a professional resource in legal and labour relations matters involving disability management, medical accommodations, safety plans and return to work programs Take a leadership role in partnering with key internal (e.g. IPAC, Risk Management, Security, etc.) and external (e.g. Ministry of Labour, WSIB, partner institutions, etc.) stakeholders to ensure proactive and agile incident management; support the development and maintenance of Sinai Health’s 24/7 on-call emergency response with key partners Ensure the development of best practice policies and procedures to support the investigation of workplace injuries, accidents and near misses; provide training, tools and expert recommendations to create robust incident prevention initiatives Provide expert advice and leadership to the Joint Health & Safety Committee and other relevant committees and working groups Manage the development and roll-out of key programs such as Immunization Surveillance, Sinai Health’s annual Flu Campaign, and People Plan initiatives utilizing seasoned project and change management skills Complete other duties related to the position as required Job Requirements Successful completion of a related bachelor’s degree (e.g. Health Sciences, Occupational Health, etc.) from a recognized educational institution A minimum of 8 years’ experience in a leadership role in Health, Safety, and Disability Management within a unionized environment, including responsibility for staffing, budgeting and program planning; direct experience in a hospital environment a definite asset Designation as a Health/Safety specialist with a recognized professional organization preferred Proven equivalent and recent related education, training and experience may be considered Comprehensive knowledge of the Occupational Health & Safety Act, the Ontario Human Rights Code, and all other relevant legislation Proven success in a leadership role with demonstrated ability to apply leadership, critical thinking and problem solving skills to the work environment Demonstrated customer service focus with experience leading program development initiatives that align departmental goals with organizational strategic direction Sound knowledge and application of financial and operational management with the ability to effectively manage diverse human, financial and physical resources Demonstrated experience in policy development, human resource planning, and employee performance management Highly computer literate, with proficiency in MS Office Significant experience in risk management and quality improvement; success leading, monitoring and evaluating process/systems to identify and achieve efficiencies Analytical, statistical, data management and report writing experience required; proven experience in data interpretation and analysis as a means to support strategic decision making Strong problem recognition, problem solving, negotiation and conflict resolution skills with the ability to prioritize and manage a high volume and varied workload Excellent interpersonal and communication skills;
