Through Providence Hospital’s inpatient and outpatient programs, adults of all ages rehabilitate after strokes, orthopaedic surgery, lower limb amputations or other complex medical conditions generally associated with aging. The hospital’s palliative care program offers seven days a week patient admissions for people approaching the end of life. Short-term respite admissions are available for palliative patients who require inpatient care before returning home to spend their final days. The Cardinal Ambrozic Houses of Providence long-term care home provides the highest standards of comfort, care and safety to 288 residents. An Adult Day Program for people with moderate to severe dementia cares for the most vulnerable clients around the clock. St. Joseph’s Health Centre is a community teaching health centre affiliated with the University of Toronto that has served the communities of west Toronto and beyond for nearly a century. It is a vital resource for people and families at every stage in their lives, including family birthing, specialized paediatric services, family medicine and dedicated programs for the growing senior population. Its teams also help to diagnose and manage chronic illnesses at its ambulatory clinics. St. Joseph’s areas of specialty include mental health, cardiology, diabetes and nephrology, with St. Joseph’s also being home to tertiary care programs in bariatrics, thoracic surgery and hepatobiliary surgery. These programs support not only our local community, but are a valued resource at a regional and provincial level. St. Michael’s Hospital is a fully affiliated University of Toronto teaching and research-intensive hospital, and is a hub for care, ranging from primary and secondary care to highly complex tertiary and quaternary care for patients from across the province. St. Michael’s is downtown Toronto’s adult trauma centre – an urban focal point for neurosurgery, complex cardiac and cardiovascular care, diabetes and osteoporosis care, minimally invasive surgery, and care of those who experience disadvantage. It is also one of the province’s major sites of care for critically ill patients and runs provincial programs in the treatment of diseases such as multiple sclerosis and cystic fibrosis – the largest of such clinics in Canada. St. Michael’s is currently undergoing a major redevelopment project that will help position the site to become Canada’s premier critical care hospital. The project includes a new 17-storey patient care tower at the corner of Queen and Victoria streets, a renovated Emergency Department and significant upgrades to improve the existing hospital space. Governance: The health network of Providence, St. Joseph’s and St. Michael’s is governed by a volunteer Board of Directors comprised largely of members from the legacy boards of each of the three sites as well as ex-officio members. It is supported by a single executive team . The Position: Vice President People and Transformation Location: Toronto, Ontario Reports to: President and Chief Executive Officer THE POSITION The Vice President People and Transformation plays a critical role in the Network by supporting and enhancing the impact and the well-being of our most important asset, our people, and by enabling the transformation of both our own organization, and the broader health system. As the strategic leader of the Human Resources Department, the VP People and Transformation defines and oversees implementation of the Network’s Strategic Human Resources Management Plan, aligns Human Resources Department activities with the overall objectives of the organization, advises management on human resource management issues, and plays a central role in advancing the wellness of the Network’s people, as a core element of quality. The VP also leads the operational activities of the HR Department, including staffing, compensation, pensions and benefits, HRIS, labour and employee relations, and leadership and organizational development. The VP People and Transformation plays a key role in supporting and advancing the network’s unique values-based culture, by demonstrating principled leadership, and ensuring that all human resources management, corporate health, and leadership and organizational development practices are aligned with the Network’s mission, values, and strategy. As the executive lead for transformation, the VP People and Transformation works with the President and CEO and other senior colleagues to define and execute the Network’s transformation agenda. This includes advancing external partnerships in an increasingly integrated health system, developing new, cross-continuum models of care, and ensuring that the full range of services and capabilities within the Network works together as effectively as possible to optimize the health of the patients, clients and families we serve. Reporting the Chief Executive Officer, this role requires superior relationship management skills to navigate all stakeholders both within the Network and in the broader health system. This includes accountability of governance to the Board of Directors, as well as presence on external committees. This role requires an authentic leader, with the ability to develop strong teams, both functionally and as a business partner. As a key member of the Executive team, the VP People and Transformation plays a central role in influencing the leadership team to achieve and advance the Network strategy, with an eye to challenge the status quo. Key Job Responsibilities and Accountabilities: As part of his or her overall mandate, the Vice President, People and Transformation will: Provide strategic leadership of all aspects of the organization’s practices and strategies in Human Resources, including management and executive development, employee and labour relations, performance management, total reward programs, people development, diversity, organization planning and effectiveness, talent acquisition and retention, succession planning and employee engagement Support the executive team in implementing the Network’s strategic HR management plan by developing and deploying programs, policies and structures that will advance the identified directions at the line level Provide guidance and tactical assistance to all programs and departments across the Network in the management of HR issues Be responsible for change readiness assessment, change strategy and vision, change management planning, stakeholder engagement and management, organizational risk analysis and organizational design. Focus people management approaches to bring leading edge techniques and processes to the organization by designing and implementing strategies to effectively align people strategies with operational demands Provide strategic leadership of a network-wide process of organization development that addresses issues such as succession planning, superior workforce development, key employee retention, organization design, competency models, and change management Ensure sound employee and labour relations across the Network, through interest based collective bargaining and proactive, collaborative relationships with union partners Provide leadership in continuous improvement, and in achieving operational excellence and fiscal management across the portfolio Enhance and oversee the network’s performance management process, including process design, material design, development, and training Foster and advance staff engagement through the application of best practices in HR management. Implement programs and strategies that will enhance teamwork, collaboration and a strong sense of community within the hospital Ensure that the network complies with all relevant legislation and regulations affecting human resources In partnership with the President and CEO and the Executive Team, develop the transformation agenda for the Network, as a central element of the Network’s strategy Engage, align and support health system partners, including primary care, community and home care, social services and non-traditional partners, and peer hospitals and clinics, building on the Network’s existing leadership role as the Hospital Resource Partner in two TC-LHIN sub-regions Screen, prioritize, and develop external relationships to achieve the Network’s goals in health system transformation, ranging from service agreements, to joint ventures or integrations, at the program level or the enterprise level Advance new models of care, with particular emphasis on cross-continuum pathways, bundled funding arrangements, and population health models In partnership with the President and CEO, and the VP Strategy and Public Affairs, work with government and relevant agencies to enable health system transformation and new models of care Ensure the continuous development of direct reports through leadership, education, coaching and performance management Promote a culture of learning, innovation, change and accountability within the HR and Transformation Team Lead special projects and take on other responsibilities consistent with the skills and experience of the position, as assigned from time to time by the President and CEO Relationships: The VP People and Transformation functions as an executive for the organization and must be highly skilled in building relationships with executives, Board members, hospital staff, medical staff, the Ministry of Health, and peers in the sector and relevant agencies. THE CANDIDATE The role of Vice President, People and Transformation is demanding, requiring an exceptional combination of leadership ability, a demonstrated track record of achievement, and a variety of personal and professional attributes equal to the opportunity of this role. The successful candidate will possess a Bachelor’s Degree, or ideally a Master’s Degree, in Business Management, Health Administration, Organizational Development, or a related area. The candidate will have relevant, progressive experience in strategic leadership of human resources and transformation, with demonstrated success in delivering against strategy, flourishing in a strong team-oriented environment, and desire to ‘raise the bar’ of performance. Ideally, a qualified candidate will have provided senior leadership to a portfolio of services similar to those constituting this portfolio, in a complex, dynamic organization. An appreciation for strategic leadership of HR programs in a public sector, multi-stakeholder environment is required, along with demonstrated competence in developing internal and external partnerships to advance system transformation. The candidate sought will possess the following key competencies, record of experience and academic preparation: A minimum of 10 years in a health system leadership role, with a focus on strategic system transformation A minimum of 5 years in strategic leadership of a human resources portfolio in an organization of significant size, complexity and diversity Knowledge of the principles and methods of managing organizational change, and organizational development Experience driving and managing transformational change, and in helping an organization successfully implement and transition through change, including developing integrated or bundled care models, and other transformational business models Experience establishing and advancing external partnerships Experience in a unionized environment A spirit of enterprise and innovation; this executive must continuously seek out new and better approaches, both in the delivery of HR services, and in health system transformation Strong personal ‘hands on’ leadership and management skills, with an exceptional ability to build and mentor strong teams, and to motivate and encourage continuous learning Demonstrated leadership in overseeing efficient portfolio operations with focus on both quality and fiscal accountability in service delivery Excellent interpersonal skill as applied in negotiation scenarios, conflict resolution and consensus building.
