Its principal funders are the people of Ontario through their provincial government’s ministries of Health, Children, Community and Social Services, and Education. Services are also made possible by funding from the governments of Quebec, Nunavut and the City of Ottawa — as well as by generous donors in the community. CHEO hosts a number of provincial programs including Better Outcomes Registry & Network Ontario, Newborn Screening Ontario, and Ontario Centre of Excellence for Child and Youth Mental Health. CHEO has satellite services located throughout Eastern Ontario, and partners with organizations in Nunavut, Northern Ontario and western Quebec, as well as throughout eastern Ontario. THE ROLE AND OPPORTUNITY CHEO continues to evolve and progress its vision into the future as it faces new challenges and takes advantage of new opportunities to build an exceptional patient experience and better connect care for the patients and families served. CHEO has prioritized a number of backbone initiatives that will underpin this work, including the deployment of an integrated electronic health record, the roll out of Lean processes to drive continuous improvement and a refresh of its talent management strategy. Patient satisfaction surveys have several times identified CHEO as the best place for pediatric care in Ontario and Forbes Magazine has twice named the organization as the best place to work in Canadian health care. Within this context, the Vice President of Child Development and Community Services provides the overall direction and delivery of CHEO programs that support children with physical and developmental disabilities, genetic conditions, and who are dealing with life-limiting circumstances. The portfolio also includes regional and provincial programs and initiatives that support families, providers and organizations in building a better-connected, more data-driven health care system. Sometimes as leader and sometimes as supporter, CHEO will play a central role in building a better-connected health system for kids and families. Working closely with the CEO, this Vice President will be the Executive Lead for many of these initiatives, including CHEO’s engagement in the emerging Ontario Health Team structure, provincial pediatric bodies and regional and community-based program delivery. Key aspects of this portfolio include: Development & Rehabilitation Integrated Care Delivery Chronic Pain Autism Services Palliative Care Professional Practice Regional Genetics Program Executive Lead for Ontario Health Team engagement Kids Health Alliance and Provincial Council for Maternal Child Health As well as two provincial programs – Newborn Screening Ontario (NSO) and the Better Outcomes Registry & Network (BORN) The Vice President will be expected to provide leadership to their portfolio and its seven Directors in the following four areas: Executive Leadership As a key member of the Senior Leadership Team, participates in the development of organization-wide initiatives and operational activities including participating in the development of the mission, objectives, and strategic plan. Provides executive and strategic advice to the President and CEO and members of the Executive Team on all matters that have clinical implications for organizational programs. Formulates plans and/or strategies for discussion on programs affecting the organization. Develops, champions, and participates in organization-wide adoption of continuous quality improvement processes (CHEOworks) in accordance with best practices related to the scope of responsibilities. Prepares annual objectives for the approval of the President and CEO and reports quarterly on the achievement of such objectives. Ensures that services planning focuses on the provision of high quality, cost effective care, consistent with the strategic plan. Works closely and collaboratively with partner hospitals, universities and colleges, associations, agencies, provincial government, and the Champlain LHIN in formulating solutions to issues and fostering innovative health care systems solutions. Clinical Operations and Provincial Program Leadership Works closely with the Senior Management Team to provide critically important oversight of operational and strategic leadership, including HR and financial, to child development and community programs portfolios - championing a culture of child, youth and family - centered care. Work closely with provincial Ministries and partners across Ontario to help CHEO’s provincial programs deliver on their clinical, quality improvement and system mandates. Leads and mobilizes a skilled and dedicated team of seven direct reports. Monitors practice trends, current research, best practice guidelines, resource utilization, and changing patient needs, and, when required, drives practice change based on current research, and professional college standards, Accreditation Canada standards and the Regulated Health Professions Act. Provides leadership, resources, and an environment that will ensure that everyone can do safe and healthy work. This includes but is not limited to: being visibly committed to making the Internal Responsibility (IRS) system work and inspiring others to make it work, delegating authority and responsibility appropriately, and holding people accountable. Ensures capital and operating budgets and expenditures are appropriate and that spending is within allocated budget. Ensures compliance with the Occupational Health and Safety Act and Regulations and corporate/departmental policies and procedures. Ensures that selection and staffing practices are in accordance with the provisions of the Human Rights Code, corporate policy, collective agreements, and any other identified programs or legislation. Transformational Leadership and System Orientation During this time of transformation, plays a key role in leadership and innovation as it relates to clinical operations, inter-professional practice and education, academic, and research partnerships. Working closely with the CEO, leads CHEO’s engagement with the broader community, providers, organizations and the provincial government to develop CHEO’s new role in Ontario’s more integrated future health care system. Represent CHEO at numerous provincial planning tables and negotiate agreements with provincial ministries and external partners. Works with the other clinical vice presidents, under the leadership of the Senior Vice President of Clinical Services and Chief of Staff, to ensure the alignment of CHEO’s clinical programs so as to ensure the highest quality health services to children, youth and their families. Be the Executive sponsor for the #1door4care integrated care center capital project. Be a vocal and visible ambassador of clinical and operational innovation and excellence. Fosters a culture of team-work, empowerment, shared decision making, and continuous process improvement to enhance care, quality, safety, and operational efficiency. Professional Practice Leadership Fosters a culture of clinical, academic, and research excellence that drives innovative and system-level models of care and strategies. Leads the professional direction for all the allied health professionals, ensuring they have the resources and opportunities to advance and deliver excellence in patient care. Ensures that the provision of current services, policies, and practices are in compliance with legislative requirements, generally accepted professional practices and Code of Ethics, and are consistent with the hospital’s vision, mission, values, management philosophy, directional plan, corporate goals/priorities, and accreditation standards. Defines and oversees consistent care delivery models across the allied health disciplines and ensures that the model aligns with the principles of inter-professional practice. Fosters appropriate representation of allied health professionals at all levels of the organization. Education/ Experience: Master’s Degree in a relevant health-related, administrative or business discipline. Minimum ten years of senior leadership experience in a complex multi-service organization, ideally in health, human services or government. Experience and formal training combined with demonstrated performance and ability may substitute for stipulated academic/experience requirements.
