Job Description

In the role of Manager, Data Analytics Secretariat, you will help to support a new governance structure in the province’s health system that is focused on advancing an enterprise-wide approach to leveraging data and analytics. This governance structure includes a Data and Analytics Governing Committee (DAGC) and a Data Analytics Oversight Group (DAOG). Both committees are supported by a dedicated Secretariat serving as an honest broker and trusted adviser, enabling the system to work collectively, identifying and supporting system-wide data and analytics priorities across organizational boundaries.

Reporting to the Executive Director of the Saskatchewan Health Data & Analytics Secretariat, this position would support and promote systems thinking, decision making, and new process/policy development in a complex business environment by leading a dedicated team for the advancement of Data Analytics in the health sector. This position will manage a team of individuals that will support discussion with other technical and non-technical cross-functional teams across the health sector to develop strategies to achieve the short, medium and long-term objectives of the Secretariat and the governance bodies it supports.  


In this role based in Regina, you will:

  • Proactively conduct in-depth planning and analyses of complex health information management and analytics issues to support the development and implementation of a Data Analytics Roadmap and Strategic Plan;
  • Provide guidance in the development of methodologies, criteria and measures for monitoring and evaluation of Data Analytics projects;
  • Champion the vision and strategy for all data management activities to advance an enterprise-wide data driven culture;
  • Prepare reports and briefing notes on a wide range of health information and analytics topics to support the Data Analytics Oversight Group (DAOG) as well as multiple supporting forums or working groups;
  • Lead and/or coordinate a wide range of complex and/or high-profile analytics advancement projects, tasks or work groups that may consist of multiple phases;
  • Negotiate and recommend enterprise-wide standards for health data analytics including the establishment, management and refinement of Data Management, Data Governance and Data Literacy Frameworks; and
  • Act as a key contact for the status of various data analytics projects and technological initiatives.

To be successful in this position:

  • You are a leader with extensive knowledge of data methodologies, data governance models, data analytics, analytic techniques, and reporting processes;
  • You are adept at researching and assessing data/information from a variety of sources to develop materials, reports and recommendations about the application of programs, policies, procedures, acts, regulations, guidelines and contracts;
  • You have a strong Project Management approach that includes the ability to concisely collate and communicate the status of multiple complex activities at a variety of levels of detail;
  • You have demonstrated technical knowledge and experience with large and complex data from multiple clinical and administrative databases/sources as well as Health Information Management tools, such as data warehouses, clinical databases and analytics. Proficiency with any or all of the following would be especially beneficial: SAS, SQL, Power BI, R, Tableau;
  • You are a strategic and analytical thinker who is comfortable working with ambiguity in an environment with multiple priorities and/or changing deadlines;
  • You are experienced in providing solutions through creative approaches and communicating information (verbally and in writing) to a wide variety of technical and non-technical individuals and/or groups in a clear, accurate and understandable manner; and
  • You have strong interpersonal skills combined with an attention to detail and a willingness and a passion for investigating data problems and building analytic solutions.
