As the Laboratory Network Operations Director, you will report to the President and Chief Executive Officer of Ontario Health, working closely in partnership with the Chief Medical Microbiology, Public Health Ontario (PHO) Laboratory. This role is first of its kind in the province. You will capitalize on your superior relationship-building skills to lead provincial operational oversight and formalization across and in partnership with a provincial integrated laboratory network of 25 established and independent hospital and community labs, working together to meet provincial lab and testing needs associated with COVID-19.  In this position, you will be at the centre of the COVID-19 response and recovery for Ontario, working with the integrated laboratory network to immediately expand laboratory capacity in Ontario while establishing a dynamic, effective strategy and system for the future.

Here is what you will be doing: 

In this position you will be responsible for, but will not be limited to the following:

  • Leading the continued creation, consolidation, and provincial operational oversight of Ontario’s integrated laboratory network (note: this does not include operational management of labs within the network).
  • Optimizing current lab capacity on an ongoing basis and strategically building and expanding capacity to meet current and future testing needs.
  • Working with the Ministry of Health and others, establishing a detailed strategic plan and comprehensive implementation program to meet provincial diagnostic and testing needs related to COVID-19.
  • Monitoring and measuring performance across the integrated laboratory network to identify opportunities for improvement in operations.
  • Developing, implementing and managing associated policies, programs, and frameworks to ensure well-defined, effective partnerships between the organizations in the integrated laboratory network.
  • Identifying, proposing and driving solutions to address risks across the integrated laboratory network, including investigating issues and addressing complaints.
  • Planning for effective and efficient procurement for the integrated laboratory network including local provincial production of supplies, coordination of the laboratory supply chain for reagents and other materials, and transportation and distribution of laboratory samples.
  • Supporting Ontario Health’s President and Chief Executive Officer in reporting to the Board of Directors and other key stakeholders.
  • Establishing periodic audits and assessments to ensure effective oversight and compliance.
  • Engaging and building relationships with various stakeholders and partners.
  • Establishing, inspiring and leading a highly skilled team along with other Ontario Health leaders.

Here is what you will need to be successful: 

  • Ability to lead and collaboratively work with a large, highly skilled team of individuals across the province.
  • Minimum 10 years of leadership experience overseeing lab and diagnostic services.
  • Thorough knowledge of Ontario’s health system
  • Experience leading community and hospital laboratory operations or related health organizations
  • Entrepreneurial attitude with the ability to effectively influence change across a diverse group of stakeholders.
  • Ability to thrive in an environment with a high degree of ambiguity and pressure.
  • Senior level knowledge of key management practices for leadership – people, process, and technology.
  • Ability to cultivate innovative system thinking and planning, and to translate broad goals into detailed strategic and operational plans.
  • Demonstrated written skills, including experience preparing reports, proposals and position statements.
  • Excellent communication skills, including the capacity to engage and build relationships amongst varied clinical and administrative stakeholders, and create and deliver effective presentations and address questions.
  • Ability to understand and interpret qualitative and quantitative health-care data to both identify the need for and assess the impact of changes and inform strategic decisions and goals.
  • Be self-directed, with enthusiasm, initiative and demonstrated ability to work independently to deadlines.
