Job Summary:

As a key member of the Addiction Mental Health Services, Kingston, Frontenac, Lexington and Addington (AMHS-KFLA) Leadership Team and working under the general direction of the Director of Operations the Human Resource Manager (HR Mgr.) will be a hands-on inspirational agent-of-change and a key advisor to the leadership team. The HR Mgr. will employ their extensive knowledge of human resource, labour relations and occupational health and safety to develop and maintain best-practices, progressive policies/procedures and relevant legislation, to ensure a collegial work culture that will support the agency’s vision, mission, values and strategic direction.

Reporting to the HR Mgr. is the Human Resource Generalist, collectively this HR team will develop and implement a broad range of strategic HR programs in support of the agencies people.

The Manager is additionally responsible for planning, budgeting, development and evaluation of the department ensuring the most effective use of resources, and that the needs of the customers are being met appropriately. In addition, the incumbent participates in other departmental activities and related agency projects, as required. 

Minimum Qualifications:

  • University Degree in Human Resources/Labour Relations or a relevant area of studies, preferably at a Master’s level, a CHRP or CHRL designation and registration in good standing with the Human Resources Professional Association (HRPA)

Knowledge, Skills and Abilities:

  • Five years of progressively responsible experience in human resources preferably in a health care setting
  • Experience in administration, staff supervision, fiscal management and service development utilizing a participatory management style
  • Sound working knowledge of and demonstrated ability to interpret and apply current employment legislation such as, but not limited to: Employment Standards Act, Human Rights Code, Occupational Health & Safety Act, etc. as well as common law in these areas
  • Proficiency in MS Office; fluent in French is an asset

Key Responsibilities:

The incumbent will:

  • Employ well developed progressive leadership skills, a strong sense of one’s own emotional intelligence, innovation, creativity and solid Human Resource technical skills to effectively lead the day to day operation of the agency’s Human Resources Services, ensuring the service is customer focused and value for money driven.
  • Provide leadership and direction in the design, development and implementation of AMHS-KFLA Human Resources strategy, associated policies and programs to achieve the agency’s vision.
  • Ensure that all Human Resource practice, policy, program, and initiative are sensitive to and supportive of the fact AMHS-KFLA is an agency focused on community-based mental health care and is dedicated to the highest standards of equity in employment and delivery of client care.
  • Ensure an internal source of expertise for all areas of Human Resource Management. Through development of an in-depth understanding of the Agency’s various client programs and support services, and through consultation with the, HRPAO, agency colleges and other internal or external advisors develop creative solutions for Human Resource related issues.
  • Provide leadership in the design, development and implementation of compensation and Total Rewards recognition programs. Make revisions to existing programs, ensuring they are competitive, cost effective, and legislatively compliant. Ensure that costing models for new and existing (annual) programs are developed accurately and that actual expenditures are within budget. Liaise with finance to ensure that program funding is available and meets the needs of the Agency. Develop recommendations for executive management and the compensation committee of the board as required
  • Lead and ensure the development and implementation of effective, consistent communication/education strategies and plans related to implementation of new human resource programs or initiative. Ensure that all communication materials developed are consistent with the overall HR and Agency communication strategy.  Ensure that HR partners and agency leaders are equipped with the required tools to implement compensation programs effectively.
  • Provide leadership and direction to the Human Resources staff including recruiting, coaching, advising, performance management, mentoring and staff development, communicating and educating staff to ensure a complete understanding of business and Human Resources strategy, programs and related legislation.
  • Develop an innovative model for recruitment and retention of exceptional employees. Work collaboratively with clinical leadership, strategic communications, and senior management, draw on the best recruitment practices from other sectors to make AMHS-KFLA the preferred employer for community mental health care professionals.
  • Establish and develop methodologies and standards to be used for human resource service and program, value/impact measurement reporting. Working with the HR staff, finance clinical and support management identify key metrics and build the processes to track, trend, evaluate and report on these metrics to enhance the effectiveness of decision making related to human capital investment and quality management
  • Provide leadership to motivate both individual and team performance by: exhibiting an ability to listen, negotiate and communicate goals: sharing knowledge, experience and responsibility when dealing with colleges, mangers, staff and physicians in order to create a drive to be the best corporate attitude
  • Maintain open, professional labour management relations with the agency’s union the Ontario Public Sector Employee’s Union [OPSEU]
  • Provide key leadership to create and maintain an organizational climate which promotes staff development, education, achievement, and professionalism.
  • Be a role model of Human Resource professional leadership internally, and externally

Competencies:

At least five years of Manager level experience in a complex unionized, government regulated or public sector environment, the incumbent will have a highly developed ability to influence and inspire teams, drive strategic direction and create energy and enthusiasm for progressive change. As an advocate for the very best in human resource practice, the incumbent’s vision will contribute to the standards of excellence at AMHS-KFLA. An undergraduate or master’s degree in business with a focus on human resources combined with a CHRP, CHRL or CHRE designation and a member in good standing with the Human Resource Professional Association are highly desirable credentials for this role.

  • The ideal candidate for the role will have solid business sense and the ability to create a comprehensive plan that will integrate recruitment/retention, compensation, recognition/rewards, performance management, labour relations, Occupational Health and Safety, HRIS, pay roll, with Human Resource service performance management and provide the leadership to deliver results.
  • The ideal individual will be driven, capable of working autonomously and comfortable with both the newness of the role and task ambiguity. S/he must be able to execute.
  • Must have excellent presentation/facilitation skills; influencing and negotiating skills are also coveted. S/he must be a relationship builder.
  • Must be well organized and be able to multi-task, innovative and a good project manager.
  • Conversant with the emerging trends in Human Resource Management; able to translate concept into practical applications, systems and services.
  • Must possess excellent oral and written communications skills – can effectively articulate ideas and technical information to audiences ranging from front line to the most senior levels of management.
  • Strong analytical skills and the ability to review/analyze Human Resource practice and business situations and draw meaningful conclusions.
  • Strong organizational skills and proficiency with IT applications.
  • Conversant with the emerging trends in human resource practice, regulation, statute and academic theory, must be able to translate concept and trending into process and practical application.
  • Understanding of strategic and operational issues in agency management.
  • A relationship builder, the ideal candidate will be a coach and mentor for AMHS-KFLA senior team, mangers and for Agency staff and physicians.
  • Will have experience in leading Agency staff and physicians through culture transformations, as well as in gaining staff acceptance and commitment to achieve new standards of skill and service delivery.
  • The ideal candidate will be an inspirational leader with a high degree of comfort in providing leadership and fostering in staff and physicians a willingness to partner in care.
