Job Summary:

As a member of the Leadership Team, the incumbent provides leadership and support for all clinical programs and related services at AMHS-KFLA. The incumbent has primary responsibility for the development, implementation, coordination, management, and evaluation of activities within all clinical services. The incumbent also has responsibility for community engagement and partnerships to ensure appropriate services are in place at the agency for a seamless continuum of care, both internally and externally. All responsibilities and duties are fulfilled in accordance with the vision, mission, and strategic direction of the agency, and in accordance with relevant legislation.

Minimum Qualifications:

  • Master’s degree in a health-related field, current unrestricted registration with the applicable regulatory body
  • Seven years progressively responsible management experience with a complex multi-service organization in a related field
  • Significant experience in direct service provision in the health or social services sector
  • Experience in administration and staff supervision in a unionized environment as well as fiscal management and program development
  • Experience in managing risk including assessment, planning and response
  • Training and/or designation in quality improvement is an asset
  • Project Management certification (PMP) is an asset

Knowledge, Skills and Abilities:

  • Extensive knowledge of current and emerging issues pertaining to the addiction and mental health system at a local, regional, provincial and national level
  • Experience in residential support models for persons with addictions, mental health, developmental disabilities or a combination of the prior is preferred
  • Visionary approach with demonstrated ability to successfully implement organizational strategies and plans
  • Extensive knowledge of addiction and mental illness and treatment modalities
  • Able to incorporate the principles of evidence-based practices within a client-focused community service model
  • Detailed knowledge of and the ability to interpret legislation relevant to addiction and mental health
  • Demonstrated networking skills and an ability to build and sustain partnerships and collaborations
  • Exceptional written and communications skills; proficiency in MS Office; fluent in French is an asset
  • Ability to work flexible hours, including evening hours and rotating on-call

Key Responsibilities:

Strategic Planning/Managerial Leadership

  • Provides strategic leadership as well as supervision in the development and management of clinical services
  • Implements clinical services and delivery models which are consistent with client needs, Local Health Integration Network (LHIN) recommendations, and clinical evidence-based practice.
  • Participates in the development of program and corporate policies, standards, operating plans, budgets and funding proposals
  • Works with the Leadership Team to position AMHS-KFLA as a leader amongst community-based health and social services and as an agency of choice for clients and staff 

Clinical Leadership and Support

  • Provides supervision and support to Program Managers to fulfill corporate mandates and meeting compliant standards
  • Recruits, develops and evaluates the performance of Program Managers and other direct reports
  • Provides input to the Leadership Team in the areas of fiscal and human resources management for all clinical positions
  • Oversees accreditation activities pertaining to clinical programs and services
  • Provides clinical and program-related consultation and guidance to the Program Managers as needed
  • Supports research activities relevant to clinical programs 

Clinical Governance

  • Provides supervision and support to the Advanced Practice Lead
  • Fosters continuous learning and personal/professional development activities through supervision, performance development and reflective practice
  • Regularly reviews and evaluates clinical activities within the service 

Stakeholder Relations

  • Communicates and coordinates with community agencies, hospitals and other service partners to meet clients’ clinical needs by linking/integrating services, reviews progress of such agreements with Clinical Team
  • Participates in interagency committees to create opportunities for improved service integration and collaboration
  • Promotes awareness in the community of addiction and mental health issues through education, training and promotion activities.
