Job Summary:

Reporting to the Vice President Finance, Technology & Innovation, the Chief Information Officer (CIO) provides leadership and expertise to advance the digital health and information management strategies of the hospital and the developing Southlake Community Ontario Health Team (OHT). Functions reporting to the CIO include Clinical Informatics, Systems Support and Client Services, Health Information & Decision Support, Telecommunications, Registration and Patient Scheduling.


The role requires a strong collaborative leader who can cultivate partnerships within and beyond Southlake’s walls for positive change. The CIO plays a key role in the hospital’s approach to digital strategy and connectivity for the Southlake Community Ontario Health Team (OHT), the development of strategies to advance the use of analytics, protection of the hospitals digital assets and optimizing the hospitals health information system to make demonstrable improvements in quality, safety and efficiency.


The role will appeal to an experienced digital health leader who has the courage to think differently and is passionate about making a difference in the lives of others. The ideal candidate will also have experience leading large, complex projects while considering the technical and the people side of achieving desired business outcomes.


About Shared Health Information Network Exchange (SHINE)

In February 2017, Southlake entered in to a formal collaboration with Markham Stouffville Hospital and Stevenson Memorial Hospital to share a common Health Information System. The first phase of this work was completed on December 1, 2018, with the hospitals now sharing one instance of MEDITECH Expanse. The CIO will collaborate regularly with peers and senior leaders from SHINE hospitals for the development and implementation of shared strategies and the ongoing governance of the collaboration. Upcoming initiatives include physician documentation, computerized provider order entry and a new Web Ambulatory module.

Job Duties and Responsibilities:

  • Provides strategic and operational support to the information technology and health information portfolios. The CIO is also a senior leader within the SHINE collaboration.
  • Assists with leading and coordinating information, analytics and technology aspects of the hospital’s 2019-2023 strategic plan, and leads the implementation of subsequent technology related initiatives. The CIO will also play a key role in digital health aspects of the emerging Southlake Community OHT.  
  • Ensures appropriate governance, processes, tools, and metrics are in place to ensure an effective and efficient information and technology environment.
  • Ensures a robust and mature cyber security environment to protect information assets and maintain business continuity.
  • Has a high degree of commitment to service excellence and develops appropriate tools and metrics to monitor service standards and make improvements when necessary.
  • Demonstrates a commitment to a culture of innovation with an ability to envision new concepts and to lead staff and physicians through change.
  • Manages portfolio operating and capital budgets and ensures that investments are made in a fiscally responsible manner.
  • Represents the hospital in relevant local and provincial committees and task forces.
  • Builds and maintains excellent relationships with other hospitals, networks, associations, and vendors. 
  • Regularly presents to hospital senior leadership and Board Committees on matters related to the digital health of the hospital.
  • Directs and monitors policies and procedures related to information and technology management within the hospital.

Required Qualifications:

  • Baccalaureate degree in Health Administration, Business, Computer Science or Information Systems. Master’s degree or equivalent preferred.
  • Proven track record of fostering positive working relationships with nursing, allied health and physician leadership.
  • Proven experience in a senior managerial role is preferred.
  • Minimum of 7 years of IT systems and infrastructure experience.
  • Experience of managing in a multi-site or multi-hospital collaboration would be an asset.
  • A strong working knowledge of local, provincial, and national digital health priorities and initiatives (e.g. Canada Health Infoway, eHealth ON, Ministry of Health eHealth initiatives).
  • A strong working knowledge of key health information terms and submission requirements (e.g. CIHI, DAD, NACRS)
  • Knowledge of data analytics frameworks (e.g. HIMSS AMAM) and supporting system architecture.
  • Experience working with major health information systems is preferred. Experience of MEDITECH would be an asset.
  • Excellent project management skills, including demonstrated leadership of major change initiatives.
  • Ability to gather, analyze, and disseminate information effectively through verbal and written communication.
  • Excellent decision-making skills with the ability to form and defend independent judgment with the ability to influence others and outcomes.
  • Excellent organizational and time management skills with the ability to effectively handle a large number of issues simultaneously.
  • Ability to work effectively and efficiently under pressure/stressful conditions.
  • Evidence of a collaborative leadership style with effective team building skills.
  • Proven ability to attend work regularly as per the Attendance Support Policy #HA30 and Procedure #HA35
