Muskoka is one of Canada' premier four-season vacation destinations. Just two hours north by car from the Greater Toronto Area, Muskoka has 60,000 permanent residents, but an additional 100,000 seasonal property owners spend their summers in the region every year, and the region sees over 2.1 million visitors annually. Local government in Muskoka is governed by a two-tier system. The District Municipality of Muskoka forms the upper-tier, working closely with six Area Municipalities who make up the lower-tier. Both levels collaborate and align services to achieve cost efficiencies and best serve residents and visitors to Muskoka.

Position Summary

As a member of the District Strategic Leadership Team (DSLT), the Commissioner, Health Services is responsible for the strategic leadership, management and administration of the Health Services department, including, paramedic services, long term care, health planning, emergency planning, and public health on behalf of, and in a manner directed by, the Chief Administrative Officer (CAO) and Council. Key responsibilities will include:

  • Working closely with the CAO, the DSLT and Council, either directly or through standing committees, to advise on all matters pertaining to the functional areas including: development of annual budgets and performance measures; strategic and operational planning, policy recommendations; and health services planning and administration.
  • Acting as primary advisor to the Chair of the Health Services Committee and providing such support and assistance as the Committee Chair may require.
  • Acting as a member of the DSLT and ensuring that departmental priorities, programs, goals and objectives are aligned with and support those of the corporation as a whole.
  • Preparing reports, budgets, recommendations and presentations as required. Attending Council, committees of Council and public meetings as required.
  • Leading, directing, mentoring, motivating and supporting departmental staff consistent with District values, policies & procedures.
  • Cultivating and maintaining excellent working relationships with representatives of the District’s Area municipalities, senior levels of government, local hospitals and emergency services, peer groups, professional associations, and other stakeholders.
  • Fostering continuous quality improvement of service delivery standards with defined outcomes, targets and measurement to allow for the delivery of health services that are client focused, efficient and agile to meet the changing needs of clients and communities
  • Accountable for the safety and security of employees and facilities and ensuring that employees work safely and in compliance with relevant statutes and regulations and within the safe work procedures and directives as established by the District.
  • Negotiating on behalf of Muskoka with the Province, other agencies and municipalities concerning policy and resources in areas of responsibility.

Desired Education and Qualifications

  • Bachelor’s degree with specialized training in health, medical &/or emergency services with a minimum of ten years related experience, including four years of directly related senior management experience
  • Demonstrated capacity to develop effective inter-agency relationships, quality management processes and current technological proficiency
  • Highly developed written and verbal communication skills
  • Strong leadership and inter-personal skills and a demonstrated core management/leadership competencies.
