Specialist, Process Management

Health Services-Strategic Policy and Performance

Contract Duration- Approximately Thirteen (13) months

The Specialist, Process Management works collaboratively with internal clients and stakeholders in the development, cultivation and process-orientation across the Health Services department. This position is responsible for leading complex/larger initiatives that are and act in a project advisory role on small/routine initiatives led by other members of the team.

Responsibilities:

  • Provides expert guidance and advice to teams at all levels in the Health Services department (including the Health Services Management Team) on business process management and process improvement
  • Facilitates client teams through business process management and process improvement initiatives
  • Builds capacity and competency throughout Health Services to understand, identify and improve existing processes.
  • Provides expert advice and guidance about business process management and process improvement across Health Services
  • Leads the development of methodologies for business process management and process improvement
  • Facilitates teams at all levels across the Department through business process management and process improvement initiatives using established methodologies
  • Works with teams across Health Services to use a process approach to make decisions and drive change
  • Works closely with other Specialists on the HPA team to align methodologies and client initiatives, and to provide a consistent approach to broader performance management
  • Builds and strengthens positive relationships with internal customers, corporate and broader stakeholders
  • Ensures all phases of project delivery are performed within standards, timeframes, scope and budget requirements and that project risk is managed
  • Supports the integration of business process management and process improvement into existing business practices within the Health Services department
  • Raises awareness, desire, knowledge and use of business process management and process improvement across the department
  • Conducts process management maturity assessments and work with senior leaders to develop strategies to improve maturity
  • Educates, facilitates and shares best practices to use business process management and process improvement to inform performance management and decision-making
  • Participates in the design and implementation of a planning and performance management system for Health Services
  • Liaises with external vendors as required
  • Maintains ongoing focus on internal customer needs
  • Stays current on relevant trends and priorities across the Public and Healthcare sectors in Ontario
  • Provides work direction, advice and mentoring to Analyst colleagues and students as applicable

Qualifications:

  • Master’s degree in Health Administration, Business Administration or Public Administration, or equivalent experience
  • 5 years of work experience within project management, change management, analysis and interpretation, facilitation, client relationship management and consultation
  • Certification by American Society for Quality (ASQ) or National Association of Healthcare Quality (Certified Professional in Healthcare Quality) or similar association is an asset
  • Black belt designation is an asset
  • Proficiency in all MS office applications (Visio, Word, Excel, PowerPoint, Project)
  • Expert knowledge of current thinking and practices related to business process management and process improvement within the health and public sectors in Ontario
  • Ability to provide expert advice to support strategic and operational initiatives
  • Strong interpersonal skills to be able to work with senior and executive management, health professionals, other levels of government, other departments, staff and stakeholders
  • Excellent facilitation skills with sound knowledge of various facilitation techniques
  • Ability to think strategically
  • Demonstrated ability to develop and implement timely solutions to complex problems
  • Ability to maintain focus, energy, commitment and positive attitude in the face of uncertainty, change and resistance
  • Ability to adapt and work effectively in a variety of situations and with various individuals or groups.

Hours of work: 35 hours per week/ Monday through Friday
