 Job Description

Sinai Health System is undergoing a major renovation project (Renew Sinai Phase 3a) that will result in the redevelopment of one third of the Mount Sinai Hospital site located at 600 University Avenue in Toronto. This exciting development will result in state of the art new Operating Rooms, Emergency Department, Intensive Care Unit, Inpatient Surgical Unit, and several support areas.

 As a means to ensure the successful implementation of this major and critical project, Sinai Health is looking for a Phase 3a Senior Manager, Facilities. In partnership with key stakeholders, the Phase 3a Senior Manager, Facilities will be an instrumental member of the Facilities and Capital Development team in ensuring that Mount Sinai Hospital is operationally prepared from a facilities perspective during each of the multiple phasing and decanting periods associated with the Renew Sinai Development Project. Contributing their project management expertise and facilities lens, the Senior Manager will be integral is supporting all project teams to identify, define, organize, and implement all of the deliverables and tasks that are required for the activation and occupation of new spaces in a logical, timely, safe and cost-effective manner that ensures consistent application of Sinai Health’s Mission and Vision. The incumbent will utilize their facilities management experience as it relates to project management; as well as their experience managing existing contracts with a lens on optimization and continuous process improvement exercises throughout the campus that are critical to managing the Hospital environment and its direct and indirect impact on the patient and staff experience.


  • Collaborates with the Senior Director of Building Operations, the Vice President, Facilities and Capital Development and senior leadership to provide the customized facilities strategy, vision and continuous improvement plans required to support the Renew Sinai Development Project
  • Analyzes and recommends ways to improve operations and customer service while reducing costs and/or improving overall efficiencies
  • Partners with Facilities leadership and professional staff to advance the Facilities Roadmap and identify ways to optimize the goals of the redevelopment project as well as enhance service delivery and workflows to ensure best practice
  • Ensures the Patient Experience (Person-Centred Care), Quality Aims and Operational Performance of Sinai Health System are integrated into the Facilities’ operations and planning
  • Works closely with all project teams to coordinate planning to meet common milestones, ensuring facilities alignment and preparedness
  • Identifies potential risks related to capital development projects from a facilities perspective; provides guidance during the phasing and decanting period to maintain operations and minimize the impact on patients, families, staff, physicians, volunteers and healthcare partners
  • Applies the principles of continuous quality improvement to measure, monitor and assess effectiveness and potential adverse effects of delivery of service to optimize improvement in services and prevent risk
  • Actively participates in Renew Sinai Development Project committees and task forces
  • Partners with Facilities leadership to analyze Renew Sinai Development Project related contracts with the aim to optimizing them to ensure project alignment
  • Manages and monitors all aspects of maintenance (preventive, corrective and scheduled) related to the Renew Sinai Development Project to ensure quality standards are met
  • From a facilities perspective, ensures organization-wide compliance with all safety codes, infection control, health and safety, legal, regulatory and accreditation requirements related to Capital Development
  • In conjunction with the Capital Development and Facilities leadership team aides in the development of property specific multi-year capital improvement project plans to support the Renew Sinai Development Project
  • Makes recommendations to enable the team to achieve facility specific cost savings targets and to achieve project budget adherence
  • Takes a lead role in creating a culture of safety, risk mitigation, quality, and service at the unit level and across the portfolio, to improve practices and service delivery
  • Provides recommendations to Facilities leadership regarding the provision of services, resources, staffing levels, staff training and the maintenance and performance of equipment to achieve project requirements
  • Collaborates with the Senior Director of Building Operations (as required) with the:
    • development of the program for the maintenance of all Hospital buildings, grounds and equipment and the procurement or generation of all utilities and their distribution systems
    • coordination of maintenance activities with other departments, analyzing costs and work schedules, setting priorities, expediting operations and repairs to ensure safe and efficient operation of the Hospital
    • analysis and interpretation of proposed changes to buildings, facilities and equipment and ensures that the installation of approved products, structures and equipment is completed in a safe and timely manner while minimizing disruptions to patient care and Hospital operations
    • preparation of business case analyses for capital expenditures as needed;
    • maintaining and updating the Building Operating Manual, Specifications, Plans and other resources
  • Other duties as assigned

Job Requirements

  • Completion of a College or University Degree in Engineering or related technical trade discipline from an accredited educational institution
  • A minimum of 5-10 years’ of recent and related experience inclusive of facilities management experience in a multi-site acute health care facility
  • Applicants with proven equivalent recent and related training and experience may be considered
  • Significant facilities project planning and management experience inclusive of the implementation of capital projects
  • Previous related experience in a unionized and/or health care environment is preferred
  • Familiarity with federal, provincial and municipal building codes, all applicable government legislation including (but not limited to): WHMIS, Public Hospital’s Act, OHSA, Ontarians with Disabilities Act
  • Demonstrated large scale project management experience with the ability to successfully organize, plan and coordinate multiple initiatives within interdisciplinary teams; PMP and/or FMP preferred
  • Lean Certification, with a minimum of Green Belt preferred
  • Proven experience developing, planning and implementing capital and operating budgets
  • Recognized for the ability to skillfully negotiate and facilitate consensus with external parties such as funding partners, vendors, contractors, etc.
  • Demonstrated current knowledge and competency in regulatory compliance
  • Significant experience in quality improvement; success leading, monitoring and evaluating process/systems to identify and achieve efficiencies
  • Proven experience in data interpretation and analysis as a means to support strategic decision making
  • Proficient in using Microsoft Office Suite and project management software; advanced understanding of the value of information technology and experience in the implementation and integration of strategies for systems and technologies
  • Proven experience successfully leading and facilitating change with multi-disciplinary teams
  • Excellent decision making, problem recognition, problem solving, communication, negotiation and conflict resolution skills
