Director, Clinical Strategy and Design – One (1) Temporary Full Time 
Duration:  Approximately 12 months or until previous incumbent returns 

Clinical Services – Corporate 


HOURS: Currently, Monday to Friday – Days
(Subject to change in accordance with operational requirements) 


Reporting to the Executive Vice President, Clinical Services, the Director, Clinical Strategy and Design performs a key leadership and project management role for clinically-based strategic and operational initiatives across the William Osler Health System (Osler).  In particular, the Director would lead the development and assist in the implementation of the Clinical Priorities Plan, a three-year action plan stemming directly from the Corporate Strategic Plan.  Other initiatives include the creation of new programs and services, change management activities, business plans, and large-scale reviews leading to the enhanced integration of services, refined service delivery, improved patient experience, and cost-efficiencies for Osler.  Given the significant redevelopment program underway at Osler, this Director will also support the transition planning activities of programs and services into new, redeveloped space.  

The Director also supports various work groups and committees and is the key point person for achieving integration of project findings / recommendations.  The Director also provides oversight and mentoring to MBA co-op students working as Clinical Strategy Analysts within the portfolio, including their recruitment. 

He/she leads others toward the achievement of project goals through effectively communicating the project vision, coordinating resources, advancing priorities, and promoting collaboration and commitment of key stakeholders. 

The Director connects with leaders across Osler, both clinical and non-clinical to obtain input into clinical activities, and support other initiatives across the organization.  He/she collaborates with decision support, financial and capital planning staff, as well as professional practice within Osler.  He/she also liaises with external agencies such as the Central West LHIN, MOHLTC, and community partners for planning and reporting purposes.


  • Lead the development and implementation of the Clinical Priorities Plan, engaging clinical, non-clinical and external stakeholders to define focus areas and milestones for the next three years.
  • Participate as a key member of the Transition Sub-Committee to support the operational readiness and transition of key clinical programs and services to newly redeveloped facilities. Scope of work may inlcude workflow analysis, model of care development, and training and orientation program development,Lead the development of innovative and creative approaches, opportunities and projects that lead to the delivery of high quality, value added and efficient services, to support long-term strategies and effectively address patient needs and expectations.  For example, planning and implementation of Choosing Wisely initiatives, assessment of Ambulatory Care services, and the implementation of the Long Range Financial Plan.
  • Support Corporate Strategic Planning activities and annual business planning.Create Senior Leadership, Board of Directors and committee materials for Clinical Services, and support and design planning activities.
  • Provide oversight and mentoring to MBA co-op students working as Clinical Strategy Analysts within the portfolio, including their recruitment. 
  • Manage several simultaneous projects, including establishing key deliverables (including Request for Proposals), managing budgets, identifying risks and mitigation strategies, collaborating and engaging stakeholders, and managing day-to-day activities while engaging and updating senior executives.
  • Provide best practice expertise to Osler and partner organizations through strategic and operational planning, research, evaluation, forecasting/model development, complex feasibility studies, and business cases associated with large-scale reviews of practices, procedures and systems.
  • Develop and strengthen external linkages with community, various levels of government, education institutes, other health regions, and other health related organizations to promote the exchange of information and ideas.
  • Support the senior leadership team with presentations, and briefing documents as required.


  • Master degree in Health Services Administration, Business Administration or related Master degree.
  • More than 5 years of recent, related experience that includes:
    • Work within an acute hospital setting,
    • Knowledge or experience in hospital operations and financing,
    • Ability to analyze and interpret health information, and
    • Managing large-scale strategic and operational projects, and supporting change.
  • Management consulting experience an asset.
  • Experience facilitating and managing consultation processes with a wide range of stakeholder groups,  including the public, senior and middle management, physicians and staff.
  • Strong knowledge of health system design and understanding of priority issues facing local health system.
  • Demonstrated commitment to on-going learning and professional development.
  • Proven track record in developing strong relationships and trust with key stakeholders by delivering on commitments.
  • Experience developing and giving effective presentations to a wide variety of audiences, including senior executives.  
  • Strong organizational, analytical and problem solving skills required; and
  • Superior communication, facilitation, and negotiation skills are required.
