Job Description

The Council of Academic Hospitals of Ontario (CAHO) represents Ontario’s 23 academic hospitals that play a unique and vital role in the province’s health care system. Reporting to the Director, Policy and Member Relations, this Policy Advisor will bring exceptional quantitative and qualitative analysis, research, project management and communication skills to this role. The ideal candidate is an individual who would like to manage a portfolio that balances public policy development, high-level financial and economic analysis and stakeholder engagement. We are a small and highly productive team and the ideal candidate will thrive working at a fast pace on multiple files concurrently. 

Working with hospital executives (primarily CFOs and COOs), the Policy Advisor will be responsible for: conducting quantitative analysis of academic hospitals’ financial and impact data on research and operations; collecting, verifying and analysing databases of this information; public policy development and research; supporting the work of our multidisciplinary senior executive committees; proactively identifying and facilitating opportunities to advance the CAHO mission and public policy objectives; and actively monitoring and reporting on emerging issues pertinent to research hospitals. 

Working in a highly integrated and productive team environment, the Policy Advisor will: 

  • Conduct quantitative and qualitative research, policy analysis, literature reviews, and environmental scans in support of the execution of CAHO’s mandate
  • Develop reports, briefing notes, and presentations on a range of topics for internal and external audiences that will include Chief Financial Officers, Vice Presidents of Research, hospital CEOs, government officials, and other senior executives
  • Manage and support committees and task forces of hospital executives including developing briefing materials and managing action items
  • Contribute to member engagement related to CAHO’s policy development and research
  • Maintain a comprehensive data and research system that anticipates and proactively addresses CAHO’s data and research requirements

Qualifications

  • The successful candidate can demonstrate the following characteristics: 
  • University degree with a focus in quantitative sciences or a combination of experience and a degree in Health Administration, Economics, Policy, Health Sciences, Business Administration, or other relevant discipline
  • Minimum of 4-5 years of relevant experience in health care public policy and/or related environment
  • Must have a solid understanding of the complexities of the Ontario health system, including cross-sector and multi-sectoral relationships
  • Proven high-level financial and/or economic analysis experience in a public sector environment
  • Experience with Health System Funding Reform is not required, but would be an asset
  • Superior research and analytical skills
  • Proven experience managing multiple complex projects in a multi-stakeholder environment
  • Ability to develop and maintain relationships with internal and external stakeholders
  • Highly organized, analytical, accurate and detail-oriented
  • Ability to work in a fast-paced, highly productive team environment
  • Strong oral and written communications skills 
  • Ability to work under pressure

The successful candidate possesses sound judgement, the ability to take ownership and work independently, think strategically and demonstrate a sophisticated understanding of the pressures in the health care system, including the research ecosystem.
