About the Role

CIHI is seeking a Program Consultant for our Analytics and Special Projects team in our Victoria office. The Program Consultant is responsible for providing analytical and project leadership on a variety of initiatives commissioned by internal and external CIHI stakeholders. As a specialist in advanced analytical approaches and information delivery tactics, the Program Consultant provides stakeholders with reliable, relevant and actionable information and insight on health and health care at the national, provincial, regional and facility levels. 

Responsibilities include:

  • Assisting with the identification, planning, development and implementation of projects. Conducts background research, idea generation, feasibility assessments and other related activities.
  • Conducting analysis on internal and external datasets using advanced analytical, statistical and modelling techniques to deliver insights and making recommendations that support evidence-based strategic, tactical and operational decision-making.
  • Working closely with CIHI’s internal methodology unit to develop robust analytical and statistical approaches using techniques like linear/logistic regression modelling, time-series analysis, regression analysis, cluster analysis, factor analysis, etc.
  • Working with internal and external stakeholder to develop an understanding of their needs and to identify ad-hoc data and information needs, developing innovative information products and technical solutions to meet those needs.
  • Developing a solid working knowledge of CIHI’s data holdings, related data held by other organizations and national, provincial and regional issues related to healthcare.  
  • Overseeing multiple projects, writing briefing notes, articles, and reports as well as planning, leading and executing projects to support decision-making in relation to strategic and operational initiatives.


Knowledge and Experience:

  • Master’s degree in health information science, health administration, statistics, epidemiology or related discipline, or equivalent education/experience.
  • Minimum 5 years related experience, specifically leading projects in health information and analytics delivery.
  • Superior analytical, mathematical and problem-solving skills
  • Experience with statistical analysis and data mining, experimental design, cluster analysis, building decision trees, and predictive modelling with proficiency in analytical tools such as SAS, R, SPSS, SQL, VBA, MS-Excel or other statistical software.
  • Excellent written, verbal communication and attention to detail – Ability to interpret findings, summarize, synthesize and effectively present analytical insights.
  • Demonstrated knowledge of the Canadian health system and provincial/regional issues as they relate to health, health information and health policy.
  • Ability to work in a matrix environment
  • Ability to work a flexible schedule (if needed) to interact with colleagues in other time zones across Canada.
  • Fluency in both official languages is an asset
